Borderline intellectual functioning

hello.
I wondered if you could tell me first can an adult have borderline intellectually functioning if his I.Q. is 89.
My I.Q. now is between 89-91 but as a child I was assessed twice once at age six and again at age eight and my I.Q. came out at 80, I was delayed in all my milestones and adaptive functioning.
I have had an adaptive functioning test recently that suggest I am Low Average.
As a child I was described as having general learning difficulties.
I know for a diagnosis of borderline intellectual functioning a persons IQ needs to be between 70-84
Could I have borderline intellectual functioning, just wondered if you could help me with this question.

Today's modern thinking believes more in a growth mindset.  This means that an IQ does not determine where a person will land with learning.  Keep that in mind.  That means that in previous generations, people believed our IQ was limiting and set.  Psychologists no longer view it that way and see that IQ number as moveable.  

Perhaps you are asking to try to fit a specific category such as establishing disability?  Your score of 89 is very close to what is considered the low end of average.  90 is considered average.  And those tests have a 10 point window either way.  Meaning you could be 99 or 79.  You would be expected that you could learn a trade and perform tasks surrounding it quite well.  

How old are you and to what end are you looking for this information?  I'm happy to help.  They call kids with learning 'disabilities' these days atypical learners or differentiated learners.  My son has a processing delay and has some accommodations at school to help him be successful.  Classes in high school are geared to the learning level of the student.  What has been your education level so far and how did you do with it?  Again, happy to try and help. Just not sure what the question is.
