Do I have Herpes or am I over anxious ?

I had unprotected oral with a stripper. 4 days later after masterbating I noticed a bump that looked like a Whitehead. When I inspected more I’m wasn’t sure if I just broke the skin a little from dry masterbation. Same day that went away. I have been extremely anxious sinceooking at my penis constantly. No change for several days then after flying back from out of town (7 days after possible exposure) I noticed what appeared to be a rash on the underside of my penis. No noticeable blisters or anything just a little red and irritated. ( maybe from constantly checking ?) By the time I woke up the next morning the redness is gone but I can’t tell if I have a slightly buring sensation at the rash location. I am not sure what’s real and what is being caused by my anxiety.

I agree with GuitarRox. Herpes symptoms wouldn't appear and disappear that quickly. My guess is that you are hyper aware of things in your genital area, and since you are paying such close attention, you are noticing normal things you wouldn't ordinarily notice.

Leave the area alone for a few days - just do your normal cleaning, and see how it goes. Constantly checking isn't helping you physically or mentally.

So, it doesn't sound like you really have symptoms.  I would not be overly worried in the absence of symptoms.
