1. This virus is fragile and the kind of cut you are describing will never produce enough blood for it to fuse with the host cell. It takes a huge gapping wound, bleeding profusely to cause a risk. Practically, he had to had a finger that was chopped off that very moment to cause an infection. Logically, in such a scenario the priority will be to get to an ER and not poke it into someone's anus with it.
2. Inserting a finger in to anus will not tear the lining of the rectum to expose the mucus membrane.
The above stated 2 points are the reason why no one ever, in the history of this disease has acquired HIV from such exposure.

Our best guess is HIV related anxiety, it's always seen these sort of symptoms happening to 10/10 people posting about a total non-risk exposure. Although, in your case it could be just some kind of commonly occuring microbial infection as well but certainly not HIV. See a doc for a correct assessment.
