stiff legs in newborn

My friend had a baby today, and her legs are very stiff.  When I say stiff, I mean they will not bend at all.  She also turned blue and stopped breathing for a short time.  She is having trouble swallowing.  Does this sound like anything you know about?

No, no one will tell her anything!  What could be causing this?  The baby will not unclench her fists, and cannot swallow, thus she has a feeding tube.  In addition, apparently the muscles in her bowels are not working either.  Her arms move fine, but her legs are rigid.

I'm sorry it's taken so long to answer this question.  Hopefully your friend has some more information about what is happening with her baby at this point.  Please feel free to have her post another question if she is still unclear about the status of her baby.
