CONSTANT SWALLOWING WITH LICKING ACTIVITY
COULD THE PAST INJURY BE THE PROBLEM AREA,OR A BONE SPLINTER,WATER GOING IN AIR WAY CAUSING GAGGING WHEN DRINKING WATER MOST OF THE TIME,I ALWAYS RINSE AND REPLACE WATER TO ELIMINATE POSSIBLE HAIR IN HIS WATER MUG.BONE ENDS MOSTLY CARTLIDGE AND MEAT ONCE IN AWHILE TREAT.

This swallowing and constant licking behavior may be the result of your dogs previous throat injury. This could also be a pre-seizure sign. Pre-seizure signs such as excess swallowing and licking can continue with or without becoming actual epileptic seizures.
