Hi,

In an 8 month old, the regenerative capacity is great so assuming not too much scarring, or shortening of the muscle tissue adjacent to the bone fracture
the muscles should be able to regenerate their bulk. You can attempt to harness and walk her a certain distance each day, gradually increasing it over time. Massage of the shoulder and forearm muscle bellies may also help increase circulation and break down any adhesions (scarring and attachment to other tissues) that may exist.

Good luck!
