Switch him immediately to an all canned, grain-free and carbohydrate-free diet.  Cats are obligate carnivores and don't have any requirement for grains.  The best diet for any cat is all canned or all wet.  The reason for this is that cat's historically began as desert animals and derived all of their liquid from their prey, and had no need to drink.  Most cats still do not drink enough to counterbalance an all dry diet, thus the high incidence of kidney disease in cats.  Cats on all dry diets don't have enough liquid in their bodies to optimally perfuse their kidneys.

So you should switch your cat to cans as described above.  Give him one half of a tuna fish sized 5 or 6 ounce can twice per day.  If he is a very large cat give him a can and a half in divided doses.  If he demands snacks, give him dried fish or dried liver snacks (all protein snacks).

Please don't let him outside until he has become acclimated to the new diet, otherwise he will "cheat" by stealing neighbours pet food and going in trash bins.
