I have a toy fox terrier as well. She is over thirteen years old and has had bad breath for many years now. At first I was worried and had all kinds of tests run. She does have bad teeth which are being taken care of, but no matter when her little "stench" remains. But I love her to death and could not be around her. She is my first dog since I was like 9 years old and she has been around me ever since so I take great care of her. Gotta watch their legs though, Giz broke three of her toes while she was playing with some of our other larger dogs.
Could you please take him to your veterinarian for a dental check? He may have dental disease. Kidney disease can cause uremia which can cause a foul odor from the mouth from dehydration. A vet can diagnose this easily with bloodwork.
