What is "normal" sexual curiosity for a 14 year old boy

My Step-son was caught in the early morning hours in his sister's room. He had touched her friend's leg and she said he touched her on her waist. She was sleeping but when he touched her it woke her up. He did not touch her private parts and I am struggling to see if this is normal curiosity from a boy just looking, or if he has a problem. He denies he touched her, but not that he was in the room. I believe he did touch her as I was awoken when the incident occured.

Not normal and a sign of a serious problem.  Better take him to the psych.  If this is not stopped he will escalate.  What you described is a stealth sexual attack.  He does it when the victim is sleeping because he knows she won't consent but he is determined to have sexual gratification without consent.  Better have her move or at  least put locks on her door, and never leave him alone with vulnerable children.

Some sexual curiosity is normal...but I am concerned that 1) he approached his sister and her friend while they were sleeping AND that he denies touching them. You should talk to a professional counselor for an educated opinion...At minimum his father needs to have a serious discussion about boundaries and acceptable behavior.
