How come comdoms are nearly 100% effective against HIV but only 98% with perfect use?

I am trying to figure out how it is possible for condom to be more effective against smaller virus particle than a sperm?

This question is to ease my friend's worries. She had one night stand. The guy was very drunk and didn't pull out immediately after ejaculation but maybe after 10 seconds. She says he was still erect when he did pull out just not as hard as before ejaculation.

The guy didn't tell her this until a week later. She was on top and gave him maybe 2 more thrusts after ejaculation.

She is worried that some semen may have leaked from base. I used the same brand of condom (Trojan Fire & Ice, regular) and did a test for her. I noticed that it is nearly impossible to squeeze the air out of condom even with partially erect penis. At almost soft penis, it takes a lot of force to squeeze the semen out from the base. I take it vagina just wont have enough pressure to push out semen like this. Of course, different penis sizes mean this may not be true for everyone.

So what are her chances that thrusting on almost erect penis forced some semen out?
Why should she be more worried about pregnancy but not STDs like HIV?
If she is sure none of the semen leaked from the base, then how come condom is only 98% effective against pregnancy but 100% against HIV? (I don't want to scare her about HIV but this just for my own info, she doesn't know I am posting this question here).
Pulling out while still erect but not immediately after ejaculation, is that considered perfect use or typical use of condom?

Our search has shown that more than likely the guy was clean. Most STDs can be cured. But my friend is freaking out about chances of pregnancy. She is not on birth control or anything and in middle of her cycle.

Any help is greatly appreciated.

Doing so much math. Hope this can help someone else too.

Average girth of condom especially Trojan Fire & Ice is 4 inches at the base. The girth in head is 5.18 inches.

Average penis girth is 4.85 inches when erect.

So semen dripping to side should not be big deal as long as his erect penis had girth of 4 inches. LOL images I am dealing with...

Also for some weird reason the head on Trojan Fire & Ice is aprox. half the length of condom. So hopefully his penis was at least longer than 4 inches in order to roll the condom down to base otherwise girth of condom may have been too big.

My friend was kinda tipsy too, so she don't remember but thinks he was average or maybe slightly below average. Average length is 5 inches. So even if he was 4 inches, ring should have been tight enough.

One more thing, my friend noticed semen was not in tip but rather had flowed around teh penis. That's the main reason she is freaking out.

It is too late for plan B & too early for HPT... anything to ease her mind please?
