Did you notice any discharge from your breasts? Did you sustain any injuries or trauma at the site during this period? Did the "bumps" change in size or shape with your menstrual cycles? Did the pain also change similarly?
Your doctor was right in suggesting you a mammogram to find out in detail about this. The scaly skin also needs examination and therefore it would be best if you could revisit and ascertain the cause. The doctor may or may not notice the lump on examination and a mammogram would throw some light there.

I definitely second Kelleen's comment. A doctor should never dismiss you because of your age, especially when you have a doctor's order to receive one. I would suggest going to another doctor if at all possible.
I think you should look up Paget's Disease on line and see a different Dr. Never let them tell you it's nothing without proving it!
hi . i am 22 years old and one of my friend felt like a notice a bump on her her breast when she went to the doctor. the doctor told her she had white balls in her breast that it is not dangerous but she should check on them every two month
don't worry it maybe nothing
but if you are scared ask another doctor's opinion
