I have a post on page four (five?) about possible ways to treat an eye infection in cats if a vet isn't an option. But Soror's right, try seeing if an area vet will *work with you*.
It's her secondary eyelid, probably, but it is a bad sign that you can actually -see- it. She might have a low-grade eye infection of some kind - continue to monitor her eyes for the next little while, and if she gets worse or starts to become lethargic, or if her eyes become murky, dull, or swollen, try to get her to a vet as soon as possible.
If she won't let you handle her, go to a vet and explain that she might have an eye infection, describe the symptoms, and see if the doctor will give you some antibiotic to administer in her food.
