Male cat issue.

Three years ago I took both male cats to be fixed. My wife passed away in February and my father moved in to help with the children. He brought his female cat that was fixed with him. In the last three months one of the males started licking himself bald around his lower back, rear legs, and his private areas. He has also become very aggressive with the female. I also noticed that he has developed testacies even though he was fixed three years ago. He has started humping my children's stuffed animals too. Is it possible he wasn't fixed and is sexually frustrated or stressed from the events in the last nine months?

Take him to the vet.  He might well have a cyst or tumor.

sorry to hear of your wifes passing and all the stresses in your life....
I would strongly suggest you take this kitty in for a Vet check, its more likely to be medical than emotional...especially since you mentioned his testicles are redeveloping...this could possibly be inflammation, cyst or tumor?...he is likely hurting in the area of his genitals and thats why the hyper-sexuality and over grooming.
are your cats on dry food? its very common also for males especially to develop crystals in their bladder from dehydrated dry food....these crystals are very painful and can even become an emergency if they should block off the urethra and prevent him from passing urine....
get a good visual checkup and a urine sample done asap to see what all is up with this guy.
