10 yr old is scared of everything

my 10yr old daughter is scared of everything. she jumps and crys with any new sound. i had started my car and the fan made a noise and she started crying and wanting out of the car. she wont listen and ignores me and her dad. her favorite lines are i forgot or i dident hear you.i was baking a potato in the microwave and it started hissing from the steam and she started crying and i had to show her it was the steam coming out.her doc thinks she could have add and is being tested. she will look at me with a blank stir and my 7yr old is more mature than her. i had a granmal seizure during my pregancy with her and wonder if that could be the problem.she stayed in trouble at school last year because of her actions. she is already starting to tell us she forgot her homework or dident hear the teacher tell about her having homework.what could be the cause of her actions and how do i stop it? i have inrolled her in the choir and told her if her homework wasent turned in she would have to quit. any advice on what is going on with her or what to do ?

Google Sensory Integration Disorder - and of course, sensory disturbances can be present with ADD.......However, not hearing/having trouble comprehending what the teacher said can be very well be a part of faulty auditory processing (even if a hearing is fine)....
With sensory integration disorder, children may very well do no hear you - b/c they have millions of sounds streaming into their brain and causing all kinds of electric activity...It is just difficult to single out your voice/directions as everything else is so distracting.

I am almost certain that treating senses that are "off" is a starting point in treating many  developmental/learning issues, including ADD, PDD, what have you.

her doc thinks she could have add and is being tested. --  your words

This is the key part of your posting.  Until the results of the tests come back, I would think that the best you can do would be to support your daughter with patience.  If your daughter does indeed suffer from ADD, then she is will require help in learning how to listen.  Your family doctor should be able to help you in this case.  Please let us know the results of the testing.
