3yr old niece

I have a 3 almost 4 yr old niece who went to stay with her cousin, 1st they said she tried humping her 8yr old daughter went and called cps and cops saying that her step father has molested her or else she wouldn't be doing this. now we have a case open , now they've changed the story to she put her hand down her other 3 yr old cousins pants. basically what im trying to find out is is any of this normal behavior for a 3 almost 4 yr old her mother and stepfather have never caught her doing any of this before. we believe she was coached by her Older cousin so she could try and get custody of her in which shes been trying to do for 3 years and advice links to research or comments are welcome. and keep in mind shes 3 and who knows if these things even happened it could all be apart of finding a reason to get CPS involved. the accuser already has 3 children in her care that were supposedly (Molested)

Sorry rereading that is confusing the 8 yr olds mom called police he has not been arrested as of yet but kids are In CPs custody this happened 2mntgs ago he's been threatened by da now CPs is saying the court date coming up us to make the kids wards if the state yet no charges or anything have been filed or pressed the family believes the lil girl was coached into saying these things against her daddy by the mother of the 8 yr so she could gain custody of her in which she's wanted for 3 yrs

Hi and welcome. I believe humping is a natural behavior in the all the animal world and i dont feel a 3 year old girl would not be an exception. If an 8 year old called the police and said the 3 year old was humping her because her stepfather molested her and the police arrested him without first investagating the alligations, something is really wrong here.
