4 year old asks "when can a boy and girl have sex"

Hi everyone.  I'm writing because I'm very concerned about a friend of mine's daughter.  She is 4 years old and not in the most stable of situations.  Earlier today her father, my friend, told me that he was speaking with her mother and she told him that the little girl asked two questions to her grandmother:
1.) When can a boy and a girl have sex?
2.) If two girls are kissing, can they have sex?

From what I've been reading I see it's normal for a preschooler to ask where babies come from, etc, but aren't these questions a little too precise, meaning, not a general, "mommy, how do you have a baby?" type question.  I'm just very concerned for this little girl.  Her mother convinced her last year that her father touched her in a wrong way, me and my mother called social services on both of them, but she admitted that she just made the little girl say that to get the fathers attention, long story.  Can anyone shed some advice on this?  I don't have kids myself, so my knowledge is limited, I'm just concerned.

With the other bit of information in regards to the "wrong-touch" story I do have a weird feeling about a 4-year-old talking about sex. However, even preschoolers pick up a lot of mature information if around older kids, especially if they are not supervised. It may just be that.
My six-year-old son and I were greeted by an 8-year-old at the park the other day who whispered in my son`s ear that two other kids (age 5) just had s-e-x in the playground which was far from true obviously. My son had no clue what the boy was talking about but now he knows the word - and eventually he might ask what it means.
Find out how the little girl learned the word and context. Unsupervised TV may have the same effect but it may be the parents` talk or older kids and keep your eyes and ears open.

i dont know sounds to me if they say stuff like that then they are hearing it from somewhere. a four year old would'nt ask about it if they didnt hear about it, so the 4 yr old is hearing that somewhere. Does the 4 yr old have older brothers or sisters? that would talk about sex? or it could be the parents talking about it.
