Does she appear to be in pain? Does she move normally? Eat normally, etc., etc.?
Certainly agree with the documenting. But, I agree with Mark, you should also schedule an appointment and make sure that there is not some medical reason why she is crying. This does sound unusual if it is as consistent as you say.

This behavior does sound somewhat usual for the age of 2. Obviously, it is important to understand why your daughter is crying. Consulting with her pedicatrian would be a good start. There very well could be a medical or an emotional condition that is contributing to this behavior.
Live, do you have regular pediatric appointments and checkups? It isn't even normal for a baby to cry all the time, and it's certainly not typical for a 2 year old to cry all day and night.
You need to consult your pediatrician, and actually document the hours of the day/night she is crying on a sheet of paper. Pediatricians hear lots of moms complain their children cry a lot, but if you document that she really is crying most of the time that would make a difference.
Also, is she typically crying about something, or does there seem to be no predicting or explaining the crying? Have others in your family noticed that she cries all the time?
