You need to have your child evaluated by a doctoral level PSYCHOLOGIST who can administer all the appropriate measures and compile a formulation and plan to help your child. Cutting has many many possible underlying causes, but it can not be ignored and it is likely that therapy would be helpful. Depending on the root of the issues DBT may be a possiblity or individual and family therapy may be sufficient.
Someone who cuts themselves, can be a mental disorder. They feel the need to cut themselves. I don't know a lot about it although please consider getting a hold of a child psychologist to see if your child can go for a psychological evaluation.
