daughter and friends showing eachother privates?

last night we were at a friends house watching movies. my friend went to check on the kids. her 6 yr old daughter, her 4 yr old son, and my 6 yr old daughter were in the bedroom with their pant down showing eachother their privates. her daughter was mostly naked too. ive never known my daughter to do this. my daughter has told me before that this other 6 yr old has told her that she sticks her hands down little boys pants. im not blaming the other kid for this behavior. im just wondering why they would do this. my daughter is grounded and so are the other kids. but i dont know what else to do to prevent this from happening again. please help.
