child being shy - 3 and a half year old

My concern of life right now is- my 3 and a half year old is very shy, doesn't get along with most kids at the library. Doesnt speak much. He's shy. Soemtimes ignores my calling to him. He has a sibling / 1 yr and 6 months old also. I dont think he's upset with him. Gets along with him...but when it comes to merge into the world outside. He Mutes himself. doesn't talk much. He's also scared of Vaccum cleaner. when i scream at him, he reminds me of Vaccum !!
I dont know what to do....is this being SHY and NOT LISTENING normal..?? he doesn't go to the preschool yet. please guide me... !!

Do you mean you speak Spanish in the home? well maybe that is the problem he is hearing English at school ,is it not possible to speak English in the home aswell, this is an English speaking country,and it may help him in the future ,you are typing English so you know it ??

yes..i will do that. But i don't think he's hearing prob. coz if i play some song on first floor, he would come to me ASAP and if i call him for a candy , he'll run like a wind.
May be he's just shy and he'll outgrow this prob. when he enteres the preschool. Coz he doesn't have any friends and thats why may be doesnt get along with other kids ?????
Suggestions please. Also we have some language prob. ! We speak  diff. language at home.

You might wish to google "selective mutism" - an extreme form of anxiety.  The best site on the internet (in my opinion) is "selectivemutism.org" where I might suggest that you read the FAQ's to see if this reminds you of your son.  Let us know if this reminds you of your son and we should be able to help you.  Just wondering ....

Maybe check his hearing , make sure he hears okay or there isnt some sensitivity with sound, you say he ignores you calling him could be a hearing problem. Get that checked out first, could there be some jealousy towards his little sibling and he feels left out... focus on his positive side and praise him when you see him doing something right. Good Luck
