What exactly do you mean by "sexually abusing?" Laws vary from state to state. If there is a five year age difference, and/or the younger child is incapacitated in any way (by force, coercion, or physical/mental limitations), it's almost certainly illegal. Child Protective Services might also accept the case if the parents have knowledge and haven't acted to protect the younger one and get help for both. In some jurisdictions, the police will turn cases away if there is no complaintant (i.e., someone who'd give a statement and press charges), but that's not always true. CPS should investigate in most states if it is stated that the parents have been neglectful in some way.
POOR BOY! You should report it to the child welfare people in your area. that's awful. even if they are in the military, child protective services can com ein, i think. they do investigations and then figure out whether to remove the child from the home and how to rehab them and get them help.
