son obsessed with seeing other kids "private parts"

My 41/2 year old son has been asking to see his friends private parts for a few months now. I explained to him that your private parts mean just that, they're private and should not be shown or touched by other people. My husband and I have explained this to him quite a few times now, but he's still doing it. Is there a suitable punishment for this, because talking with him seems to be getting us nowhere...please help!

Have you asked him why he does it, and has anyone else asked him to do it. sometimes observancy is the key, Who is around him apart from you guys check out how he behaves around them and they arounfd him.
