stealing and lying in 7 years old boy

Hi. My elder son is 7 years old. He is a good natured child and is a confident child. There is only one thing about his behavior that has been troubling me. he lies a lot and today stole money and took it to school. i am really upset over this behaviour of his. no amount of explainations to stop this behaviour has had any effect. my younger son too has started to lie. please help me

Does he say why he does it? what does he lie about you dont say,tell him he is not permitted to just take money and ask what he needed it for, perhaps you will get a clue to this behavior if you ask,the younger Boy is copying him, again what is he telling lies about?
