separation anxiety

I am a day-care provider for a 19 mo girl. She has been coming here for 9 months now and STILL cries literally everyday almost all day. She does not engage with the other children here (who are all of a similar age) AT ALL, preferring to sit and stare at them while they play. She does not explore her environment and is not the least bit curious if something/someone new is introduced. For example, I recently had an infant here as a visitor and while the other children were extremely interested in the baby and were clamoring around the car seat to see, she had absolutely NO interest and watched from the other room. When is separation anxiety considered severe and is there something more I can do? I am also beginning to think there may be something else going on because of her lack of desire to play and 'engage' with the other children.

Sometimes it has to come from the adult do you encourage her, do you ask her to help you, do things , maybe she could use some extra attention , if she is lonely and left alone she would be sad. what games do you play with the children in your play group, reading , having fun, when you see her by herself go take her hand or bring the baby to show her.she is only 19 months old .....herself .
