I have chronic sinusitis and had two surgeries last summer. I've been hoarse off and on for the last 3 or 4 months. Could this be caused by my sinuses?

A change in voice depends on affecting your larynx where the vocal cords are, lower than the tonsils and sinuses.  The way those can affect your voice is that post-nasal drip can irritate the larynx, and infections of your tonsils can extend down to your larynx.  Also, trying to clear your throat can cause nodules and strain to your vocal cords.  Go see an ENT to have them directly visualize your vocal cords with a laryngoscope.
