Obviously the most common way to perform breast enhancement is the use of breast implants.  While herbally derived hormone pills are advocated by their pharmaceutical promoters, it is not clear how effective that are or if they pose a significant health danger with their use.  Some surgeon are using fat grafting as a non-implant solution with limited but excellent results.  I suggest you consult with a local plastic surgeon about your concerns.  Of course there are many women with naturally small breasts that find this has no bearing on their self esteem or their success in life.
