Removal Birth mark on Right arm

Dear Sir,
My right arm is having a birth mark on half side from top of arm to bottom of arm.
Does it is removed permanently by cosmetic surgery.
Bcoz when i was small the birthmark was also small, as to grow in age the size of birthmark also increases.
After cosmetic surgery may it appear again?
This time i m 27  year old.

If the birthmark is too large to close by direct excision and primary closure, then consideration would be given to excision and skin grafting.  However, excision and skin grafting may result in the appearance of irregular skin just line a grafted burn wound.  The return of the birthmark may not be a problem.
