I would get a second, very independent opinion, from a senior eye specialist. I don't know how, or if, you can do that with whatever medical setup\nsurance you have, but I woud not be at all happy with the current situation you describe and would be screaming for a professional. I have other complications (coloboma being one) and my pupils are not centred. Yes it DOES affect vision in various different ways and is NOT purely cosmetic.

Yes, he need the examination under anesthesia--ASAP.
