A tear in the base of the iris is called an iris dialysis; there are special non-invasive techniques for closing radial and circumfrential (horizontal and vertical) tears of the retina. All medium and large communities have Eye MD ophthalmologists that specialize in post cataract surgery complications. Find out who does that in your city or in a city you can get to and get in to see about having it fixed.

It is the Iris that was torn, Al
Most likely you are referring to a tear of the posterior lens capsule which can occur both without (good thing) or with (bad thing) vitreous loss. Capsular tears and vitreous loss are the two most common complications of cataract/IOL surgery and occur about 1-5% of the time.
My suggestion is to consider a second opinion and also see a retina Eye MD for an examination of the retina as the incidence of retinal detachment increases significantly when the capsule tears and vitreous is lost.
