Clear Gunk

What causes clear strips/clumps of goo/mucus/jelly that have to be blinked off your cornea to stop the blur?  It happens to me all the time but seems to be worse in the mornings.  I've been told it's dry eye but that just doesn't seem right.  I'd be eternally grateful to any help or advice.  Doctors keep telling me it's dry eye but I've been on restasis for around 3 months with no real improvement.

p.s.-this all started after 2 weeks of overusing visine maybe 7 months ago.

See someone at Duke.  Mild steroid can help.  Dry eye can also have an inflammatory component.  Restasis is supposed to treat that.

I live in North Carolina.  The most recent doctor I saw was a cornea specialist who is supposedly one of the best in the area and he is the one that prescribed me the restasis.  They all seem confident that it is just dry eye but I just don't know anymore.  Some of my symptoms seem different from dry eye but I'm not sure.  Like itching, ghosting on lights, film in eyes 24/7 and just the other day my conjunctiva was seeming way loose like it could almost be peeled off.  The cornea specialist told me my corneas were okay but sometimes I wonder about that too.  Could it be some kind of chemical damage from the visine like chemosis or something?  I've never been on the steroid drops.  Maybe steroids could help.  They were hesitant to put me on those because of potential problems down the road.  Thanks so much for your time.  It's nice to talk to someone about it and hopefully get on the right track to fixing this problem cause it's really been destroying my life.

Well, I've already seen four.  It's like they just keep missing something.  They only spend like 30 seconds with you anyways.  I guess I'll try for a 5th opinion.  Thanks again.
