Only with colored contacts or tinted glasses. There is no surgery to change the color of ones eyes.

Anyone that would have surgery inside the eye just to effect a cosmetic change of iris is on a fools mission.  (iris without color albino is completely different as is an iris damaged or torn by trauma).
