No it is not true and the "nurse" was wrong.  Using artificial tears does NOT suppress tear production. Does NOT lead to dry eyes.

The nurse in the eye MD's team mentioned that with the regular use, will my eyes get used to this and affect my tear producing function.

The eye MD never mentioned like this.....Is this true ?

If yes.....how long can I use them.......It is very suitable for my dry eyes and I feel better with this drops.

No lubricating eye drops no matter how often you used them will not lead to serious eye problems. It's no different than putting on a skin moisturizer many times per day.
