That is a very complex problem and best treated by an experienced team of comprehensive ophthalmologists, neuro-ophthalmologists, neurosurgeons, neurologists, and endocrinologists.  This often requires the expertise of a Medical School or national referral center such as Mayo Clinic.

If you right eye has been bad since birth it's likely amblyopic either due to eye muscle problem (strabismus) or assymetric need for glasses (aneisometropia) or some developmental disease (Organic amblyopia) and its not likely anything can be done to help you.

you are too vague on the new problems for me to offer helpful advice. My suggestion would be to get a second opinion from a neuroophthalmologist. You can find one near you at www.geteyesmart.org
