Eye problem and skin drooping a little.

My eyes have been watery for a few weeks, so I went to an eye doctor and he said he sees nothing wrong with them. So then I saw a second ophthalmologist and he proscribed stronger eye drops.
The problem thou still has not gone away. I think it may be to either the sides of my eyes which are drooping a little or due to my eyes not draining properly which is what it feels more like. So what are the symptoms for such a thing? And should I see another eye doctor? Or should I instead try going to a general doctor.
