RPE possible tear

The RPE forms the "retinal blood barrier" for the eye.

Is that true?

And if so, what are the consequences if this barrier is breached (if that is the correct termonology)?

No the RPE primarily nurtures the rods and cones. The primary barrier is Bruck's membrane. When holes develop in in swelling as in central serous retinopathy or choroidal neovascularization such as in wet macular degeneration are the consequences.
