If you are a dark skinned-black person these are very common, rarely cause problems and are related to the pigment in your skin. If you ar light skinned-white (I can't tell from photo) they are much less common but can still be not serious like a freckle on the skin. Regardless of your race it likely is only a problem if it has never been there and has just grown recently and is continuing to grow.
Normally surgeons do not remove stable benign freckles on the outer layer of the eye. See an ophthalmologist for a exam and exact diagnsosis.
