third nerve palsy

my younger brother mr. shivam is suffering from third nerve palsy from 2001 when he was 4 year old. now he is 14 years old. But still he is suffering from the attack of this disease(his right eye get deflected and its pupil got down). he was treated in AIIMS new delhi back time but doctors reported that they dont know about the cause of the disease all they suggested that when he got attacked by this palsy, he should be given a prednisolone tablet as per as dose..

his vision of affected eye is 6/6.

what should we do, Is surgery an option????????????

doctors at aiims(new delhi) examined him for 1 month in hospital to get the cause. they prescribed to do CT scan , MRI , MR of his brain but reports of scan resulted nothing unordinary.
these things happened three times from 2001 to 2005.
they said there is nothing wrong in neurology of cranial nerves.

in his case , attack of this palsy starts with two or more vomiting ,then gradual deflection of right eye towards his right and then shutting down of his pupil.
when we consult to the neurologist , they prescribe the "prednisolone tablet" called wysone with dose of
30 mg - 5 days
25 mg - 5 days
20 mg - 5days
15 mg - 5 days
10 mg - 5 days
5 mg -   5 days

along with a calcium supplement and a famotidine tablet called famocid.

he is very active and fit but
he keep facing this problem for once or twice a year.

is this normal phenomenon????
