You would need to start by seeing an Eye MD ophthalmologist and have a full exam with certain additional tests: amsler grid, macular OCT and visual field.  That should show up any serious problem. If normal tests its likely a result of entopic phenomena and you're anxiety.

Thank you for your input, this "unusual" symptom, any thoughts as to what may be the cause. Could this be some sort of tumor in the brain?
You do have a problem with anxiety.  Brain tumor would be among the very last of possibilities and would not go away.
Yes I do have anxiety, and I guess I'm a hypercondriac  I've been having this symptom for almost a year. It's  worse when I wake up, after waking and keeping my eyes closed  and moving my eyes the rings appear a bluish color. I've looked on the internet but could not find anyone who has this symptom. I just don't understand what exactly this symptom is caused by? CSR? Brain Tumor? Anxiety? It's very odd
What would be some eye symptoms caused by brain tumors?
I'm ending this right here
