spots on the white part of the eye

I have spots (pigmentation/freckle) on the white part of both eye (conjunctiva) and I believe I some pigmentation on the retina. Can both of these be related? Or is outside of the eye not related to the inside the eye.

boxer is a lair. he will do the operation after you've  paid him alot of money ($8800) and after only one month the pigmentation comes back. what he does is to take your picture of the eyes before the operation and  the following day after the operation when its still fresh.and he will show it on his webside that was taken one month after the operation and  that the operation was successful.  "PERMANANT EYE WHITENING" do not get me wrong  Boxer may be successful in other eye operations  but not in [ I-brite] I have a prove from  someone I know. He had x3 operations  by BOXER, Still the pigmentation came back!  when he called Boxer about the bad news, Boxer told  him that the problem  was about his genes.Boxer forgot what he put on his website promoting  "PERMANANT EYE WHITENING" he said let it be black  skin, white skin or genetics he can give you a new life, LIAR!!!!!!!!!!! DO NOT EVEN THINK ABOUT IT. Because  after all that experience of expensive, pain full and poor results of the operation,you will not like it trust me. from  JENY NEWYORK.

what do you think of Dr.brian boxer wachler new procedure(I-brite)?he claim that he will remove the thin membrane of the eye and then a new membrane will grow back without the PIGMENTS.
1) can it work?
2)what do you think is the side effects?

Spots (normal pigmentation) look different on the outside than from the inside. So basically not related.
