If your right ovary and fallopian tube is function well, then chances of pregnancy are good. If you are having only one tube blocked then first of all, you are given fertility drugs to increase the chances of ovulating on the side with the open tube (also since you are having PCOS). You can also go in for laparoscopic surgery which can open blocked tubes or remove scar tissue that is causing problems. But this depends on the age of the patient, severity and cause of blockage. If just a few adhesions are between the tubes and ovaries, then your chances of getting pregnant after surgery are good.
