In order to be able to determine the FSH level, it must be done on day 3 of the cycle.
The FSH level flucuates widely during the cycle, so if you have it tested on a different day, the results may be meaningless.
If you DID have your FSH done on cycle day 3, it IS high for your age. Reproductive endocrinologists use the FSH level as one test to determine how well a woman will respond to ovarian hyperstimulation ( in other words, how many eggs she will produce when given injectable medications ). REs like to see the level less than 10. If the level is much higher, they will often recommend an egg donor.
If you were my patient, I would not trust the FSH level though, since you have been able to conceive twice. The FIRST thing I would do is to repeat the level. I would also do an ultrasound for an antral follicle count if the second test was also elevated.

My FSH level was 15 when checked and I am 43, so 16.1 at 26 years old is high. High FSH means that the body is working harder to mature an egg, but you said you had 2 miscarriages, which obviously means you are ovulating. A high FSH shouldn't have anything to do with miscarriages, it would only represent trouble ovulating. Since you ovulate, I wouldn't worry too much about it.
