Welcome to the Forum. the exposure you describe were no risk at all for HIV. HIV is transmitted only be penetrative anal or genital sexual exposure or injection of infected material deep into tissue. There has never been a scientifically proven case in which HIV has been transmitted by touching, kissing or oral sex ..... and lots of people have both been exposed in this way and tested. This was a no risk exposure.
1. No risk whatsoever of HIV from having her lick/kiss your scrotum.
2. It is not at all unusual for a condom to slip down a bit during sex so that the entire penis is not covered. Despite this the condom does its job. The sort of slight slippage you describe did not put you at risk for HIV, even though it is likely that a small amount of her genital secretions may have gotten onto the shaft of your penis.
Vaginal fluids do not work their way into properly applied condoms. The physics of condoms and fluid dynamics too complex to deal with here do not permit it.
3. No. In fact if anything there may be a slight increase in risk of condom malfunction if two condoms are worn.
4. This was a no risk exposure. there is no reason related to the encounter you describe to worry that yo might have acquired HIV which you could then transmit to your regular partner.

That you have HSV-2 does not change my opinion or advice. When one is at risk, having HSV-2 increases risk about three-fold. Your exposure was no risk to begin with and remains so. EWH
Yes, the protection offered by a properlyused condom is virtually absolute. EWH
At 22 days this is stong confirmation of what I have alreay told you regarding your no risk exposure. At the same time, if there were any risk your results would not be definitive until 4 full weeks after the exposure. EWH

I did an HIV DUO p24 ag ab test because as you rightly stated. Nothig will purely relax me like a negative test result.
The result came bak as NOT DETECTED exactly 22 days after exposure. How accurate will the test be 22 days after exposure (assuming i did have an exposure)

I am very grateful and I have one more question before ending this post.....
I have read a lot about HSV2 increasing HIV Risk.... I may have HSV2 and have had rare outbreaks in the past in genital area....
Lets say I was HSV2 + ..... would you still say i was at virtually no risk for HIV, or would there have been a risk ?
Just one additional point, in your first sentence you mention this as 'no risk at all for HIV'..... and you describe that it can only be through penetrative anal or genital exposure etc......
In my case I did have penetrative vaginal sex but it was protected as I described.... so in my case having penetrative protected vaginal intercourse..... is this still considered 'no risk at all for HIV'
