Hand-genital contact is not low risk -- it is zero risk. Regardless of use of genital secretions for lubrication, there are no known cases of HIV transmission by such exposures.
There are innumerable causes of skin rashes, and the rash associated with ARS does not behave like yours. Your description suggests you have hives (the medical term is urticaria), which probably means you are allergic to something in your environment. Once in a while, urticaria precedes more dangerous allergic reactions or potentially severe illnesses; you should see a doctor right away. But don't worry about HIV; assuming you have had no other exposures than the hand job, it is not possible you have it.
I'll be interested to hear the outcome of your doctor/clinic visit about the rash, if you would like to return with a follow-up comment about it.

As I said, the rash you describe does not suggest HIV. The ARS rash is usually measles-like: red spots, most common on the trunk and less common on the face, arms, and legs; not itchy; it persists for 1-2 weeks and does not come and go.
Whatever is going on has absolutely nothing to do with your hand-job adventure. Zilch.

Just went to my physician. There was no rash to show her at that time since they come and go randomly. She did a analysis of recent things that I did and said it could be due to detergent change I made last week.
She asked me to revert back to old detergent immediately and said things will be back to normal in the next few days or IF I have another outbreak even after changing the detergent she asked me to visit again.

Thanks for the quick response doctor. I have scheduled an appointment with my Physician later today. Will definitely update once I come to know more. So what does HIV Rash look like ? Does it come and go within few hours and reappear again (thats what is happening with my rash)? Again appreciate your time and help.
