Directly to your questions:
1) The odds you caught HIV in 1999 are just about zero. The symptoms you had at the time did not particularly suggest HIV (among other things, diarrhea is not typically a symptom of HIV, and HIV symptoms cannot start only a week later; it typcially takes 10-14 days or longer). And if you acquired HIV 8 years ago, by now you probably would have been quite sick, maybe dead.
2) Chlamydia is only sexually transmitted. Any penile insertion is sufficient to acquire chlamydia, HPV, or any other STD. So in the slight chance you have HIV, it's more likely you caught it more recently, perhaps when you were infected with HPV and/or chlamydia. Still your chance of having HIV is extremely low. But the way to know for sure is to have an HIV test. The question is why you haven't already been tested. Why are you looking for indirect guesses on line instead??
There is evidence of denial and wishful thinking in your comments. You had "penile insertion" but not "actual intercourse"? What is the difference, pray tell?? At least part of the time since 1999, you have been living with the fear or suspicion you had HIV, but never got tested? And during that time you had unprotected sex, presumably without telling your partners you thought you might have HIV? But only now you are upset about the possibility you could have infected them with HIV?
Don't get me wrong. I do not believe you have HIV, but you can be tested to know for sure. But please also think about your past and future sexual choices.

Just wanted to inform that you I took the test. I am not sure about window periods and all that. I have had the same sex partner since 01/07 so.........but i tested negative. Thank You
