You are splitting hairs as if the minor differences between one exposure and the next make some difference. They do not. The basics of STD/HIV prevention aren't very complicated: without unprotected (no condom) penetration of your penis into a partner's vagina, rectum or mouth, there is no risk.
To your specific questions:
1,2) Without penetrative sex, there was no risk of HIV or any other STD.
3) Therefore, no testing is necessary or recommended.
4) Based on this exposure, there is no reason not to continue unprotected sex with your wife.

sorry for being a little repetitive, but my only concern is she doing oral sex on my scrotum. Is this no risk for any other STD's with her saliva/oral cavity being in contact with my genitals ?? (i know HIV is unlikely)

No risk. Don't confuse anxiet/guilt/shame over a regretted sexual choice with STD risk. They aren't the same. Try to move on. That's all for this thread.
