Can circulation issues create neurological effects?

I often have tachycardia (over 100bpm resting). My circulation is known to be poor. For as long as I can remember my feets and hands have been freezing for others to touch. My sister is colder though.

Recently I have been having neurological problems (vibrating / paralysis), which seem to be resolved by application of compression bandages and flight socks.

I also have a small benign brain tumour and have been reassured many times that there is nothing untoward going on with it.

Does anyone have any ideas? I have been sick for 8 months. I am desperate.

Please. Help me.

If your heart is pumping greater than 100 bpm at rest, and your extremities are cold, it could indicate a low cardiac output.  Cardiac output is blood volume pumped with each heartbeat for one minute.  When there is a shortage of blood in circulation, circulation is reduced by constricting vessels to the extremities to provide sufficient blood to vital organs.  Also, the heart rate increases to the cardiac output.

If the circulation in the extremeties was reduced to very low levels, but not low or long enough to cause muscle death, could the muscles in the extremities just stop?

Yes, my hands and feet are always freezing.

I also think i may not be getting enough oxygen due to not using my full lung capacity.

hyperventilitation is rapid shallow breaths. Cause of panic attacks.

hypoventilation is not able to breathe enough. Long deep shallow breaths? I know that's a contradiction.

I don't remember if my circumstance caused deep or shallow breathing.  I remember opening the window to get more air, and I had the sensation of not getting enough oxygen.  Something like breathing through a heavy cloth material.  And my edema (fluid in the lungs) was considered mild according to the report at ER...I wouldn't want to have severe edema!.

I had congested heart failure.  Fluids backed up into the lungs as the heart was not strong enough to pump the blood received from the lungs...the cardiac output was low.

Lung edema can have other causes, but it certainly causes a breathing obstruction feeling.  I don't remember having cold extremities, but that is certainly possible and consistent of a low cardiac output.
I wish you well, and a quick and accurate diagnoses that can be successfully treated.
