normal resting heart rate

all day today my heart has felt like its racing, ive been out of breath and i am now in bed and my heart rate is 96 bpm. is this normal?

This may be going out on a limb but my father had times of high heart rates and it turned out to be a Magnesium deficiency.  though his rate when this happened was in excess of 140bpm (70+ year old). Other vitamins and minerals can do the same thing.

this happens often, there are just days where i cant catch my breath but it doesnt feel like my heart is pounding like a ran a mile, its just faster than normal. it definitely scares me when it happens. i have cut back my coffee intake considerably and that doesnt seem to make that big of a difference

A resting heartbeat at rest is normal for a rate less than 100 so you are not in any danger zone.  However, the high resting rate you are experiencing may be something you may want to discuss with your doctor if the high rate is sustained.  There could be hyper thyroidism, could be anxiety, etc.
