Small Veins and Heart Disease

My mother had heart surgery of some sort 29 times. They have said for years she has very small veins. I went in for a D & C in Oct 2009 and was told the same thing. The nurses tried several times to hook up an IV.
Is this hereditary and is this a trait linked to heart disease?

Very small veins can be an underlying cause for a heart disorder, if and when there is not an adequate supply of oxygenated blood. Usually, there would be symptoms of chest pain, fatigue, shortness of breath and high blood pressure.  It can be hereditary.
