Many different problems and conditions can cause fluid retention. Some causes involve lifestyle (diet, lack of exercise, alcoholism, occupations involving standing), some causes are hormone-related, especially in women, other causes are drug-related or the result of a serious medical condition.
If there are hormonal issues, that could account for the variation of blood pressure. If there are no other signs or symptoms that could be the underlying cause. If it were a heart condtion, you more than likely would have other symptoms such as shortness of breath, fatigue, chest pain, etc.

When you say water drug I assume you mean a drug to release water from your body?
