high blood pressure for 21 year old guy

I have a friend, he's 21, well built, 180 pounds, and he was diagnosed with high blood pressure twice.. he doesnt smoke all the time, just once or twice a month, he does hooka sometimes (some indian smoking thing with flavored tobacco,causes no harm)..he doesnt drink. He does work out but mostly for body building. Is this rare? i dont know if his mom or dad has high blood pressure but it runs in his family. what can he do to lower it, should he be on a pill.

Blood pressure varies throughout a day, and to have bp that may be a little high occasionally doesn't indicate a medical problem.  It is possible there is high blood pressure due to family genetics, and usually that high blood pressure is considered ideopathic, meaning cause unknown. Occasional smoke shouldn't cause any problem.
